Your telegram No. 128 to Hong Kong [of 4th December: Chinese immigration bill].
It is now proposed to instruct Officer Administering Government Hong Kong to bring the bill into force by pro- clamation at the earliest opportunity. Instructions would stress again the need for sympathetic administration of the Ordinance.
